Criteria for Reopening

According to experts interviewed by Vox Senior Correspondent, German Lopez, states need three things to be safe to open... ensure the SARS-CoV-2 virus is no longer spreading unabated, have the testing capacity to track and isolate the sick and their contacts, and maintain the hospital capacity to handle a potential surge in Covid-19 cases.
